In addition to its efforts in support of No Plane No Gain (see page 4), NBAA works tirelessly to ensure that busi-ness aviation’s voice is heard in Washington, advocating on behalf of Members while also arming them with informa-tion and tools to communicate effectively with their elected representatives.
These efforts were never more important than in 2009 – an unprecedented year of challenges for our industry, but one in which NBAA and its Members demonstrated the power of a unified voice. The industry faced public misperceptions and widespread criticism of business aviation, an unduly burdensome Large Aircraft Security Program (LASP) from the Transportation Security Administration (TSA), continued exploration of user fees for Federal Aviation Administration (FAA) funding and aviation system modernization, and pro-posals related to aircraft emissions.
In 2010, those same challenges will continue to present op-portunities for our industry to be heard, and for our Members to play a significant role in shaping the policies and regulations that affect business aviation’s future. NBAA stands ready to lead the way in confronting these legislative and regulatory challenges for business aviation in Washington.
lAsp ii: seekiNg securitY solutioNs
In 2009, the power of NBAA’s Membership was felt across the nation, as Members stood up to express their serious concerns with the TSA’s highly controversial LASP. At public forums and congressional hearings and in formal submissions, Members made sure theTSA knew that the original LASP would overwhelm thousands of businesses across the coun-try without providing a clear security benefit. As a result, at the end of 2009, theTSA was drafting a revised proposal which, thanks to more than 7,000 voices from the industry, should reflect a more responsible approach to security policies.
AccelerAtiNg NextgeN
For years, NBAA has remained steadfast in supporting continued modernization of the nation’s air traffic control system. Business aviation embraced GPS navigation and Re-duced Vertical Separation Minimums (RVSM), both of which boosted efficiencies in aviation system use. The industry has also long supported ADS-B, which is viewed as a corner-stone technology for transferring the aviation system from one that is ground-based to one based on use of satellite technology.
